Ryan Baylock is a career educator who has lived in Jersey City since 2018. Over the past 20 years, Ryan has worked in Newark, NJ, for the KIPPNJ Charter School Network. He began his career as a 6th-grade writing teacher and basketball coach at TEAM Academy, where he worked for 12 years. At TEAM Academy, he developed and taught a robust writing curriculum that achieved outstanding results on state tests, consistently outperforming the NJ state proficiency average. He also built a strong basketball program, winning four CSAL championships and expanding the boys' basketball program to include an in-house basketball league and a spring/summer travel/AAU program. Ryan also served as the sixth-grade level chair and Dean of Student Culture, where he established systems that significantly improved the school’s culture.
In 2017, Ryan transitioned to KIPPNJ’s first high school—Newark Collegiate—where he coached the boys’ basketball team and taught College Career Readiness to juniors. As a basketball coach, he led the team to its first state playoff victory in school history during his first year and won the Super Essex Conference Freedom Division in 2019-2020. As a College Career Readiness teacher, one of his primary responsibilities was preparing students for the ACT. In his first year in this role, his students, on average, improved by 3 points on the ACT, achieving the best scores in the school’s history.
In 2021, Ryan was hired to establish and lead the athletic department at KIPPNJ’s second high school—Newark Lab. In its first year, Newark Lab fielded five varsity programs on an independent NJSIAA schedule. After one year, Newark Lab was accepted into the Super Essex Conference and has since expanded to nine varsity programs, with more in development. Ryan continues to lead the athletic department at Newark Lab, providing high-quality athletic opportunities for its students. He also serves as the instructional coach and manager of the College Career Readiness department at Newark Lab.
In 2019, Ryan was elected president of the Palisade Condo Association, a position he still holds today. As president, Ryan has improved property management, overseen several major infrastructural projects, addressed owners’ quality-of-life concerns, and revitalized the building's amenities. He has led these efforts through teamwork and consensus, while maintaining stable condo fees to avoid pricing out long-time owners.
Ryan is eager to contribute to Ward E, Jersey City, where he has resided with his wife for the past two years. He brings a “can-do” attitude to every challenge and is accustomed to tackling complex problems that require persistence and resilience to solve. As a leader, Ryan strives to be an active stakeholder in the communities he belongs to, contributing to the common good. Over the past 20 years, he has demonstrated effective leadership and plans to bring the same dedication and impact to Ward E.
