Ryan Baylock is a career educator who has lived in Jersey City since 2018. Over the past 20
years, Ryan has worked in Newark, NJ for the KIPPNJ Charter School Network. He started his career there as a 6th grade writing teacher and basketball coach at TEAM Academy where he worked for 12 years. At TEAM Academy, he built and taught a strong writing curriculum that achieved great results on state tests, outpacing the NJ state proficiency average. He also built a strong basketball program that won four CSAL championships and expanded the boys basketball program to include an in-house basketball league and spring/summer travel/AAU program. Ryan also worked as sixth grade level chair and Dean of Student Culture where he established systems that improved the culture of the school.
In 2017, Ryan moved to KIPPNJ’s first high school - Newark Collegiate - where he coached the boys basketball team and taught College Career Readiness to Juniors. As a basketball coach he won the first state playoff game in school history in his first year and won the Super Essex Conference Freedom Division in 2019-2020. One of his primary responsibilities as a College Career Readiness teacher was to prepare students for the ACT. In his first year in the role, students on average grew 3 points on the ACT, achieving the best scores in school history.
In 2021, Ryan was hired to found and lead the athletic department at KIPPNJ’s second high school - Newark Lab. In his first year, Newark Lab fielded five varsity programs on an
independent NJSIAA schedule. After one year, Newark Lab was accepted in the Super Essex Conference and has grown to nine varsity programs and counting today. Ryan continues to lead the athletic department at Newark Lab, providing high-quality athletic opportunities for its students. Ryan is also the instructional coach and manager of the College Career Readiness Department at Newark Lab. During the 2024-2025 school year, Ryan designed and helped lead the implementation of KIPPNJ’s SAT Prep curriculum for high school juniors which contributed to doubling the number of students who met high school graduation requirements and college ready benchmarks on their college entrance exams in 2024-2025 in comparison with the previous year.
In 2019, Ryan was elected president of the Palisade Condo Association, a position he still holds today. As president, Ryan has improved management of the property, led several major infrastructural projects, responded to owners’ quality of life concerns, and revitalized amenities in the building. He’s led these efforts through teamwork and consensus while also keeping condo fees stable in order to avoid pricing out long-time owners.
Ryan is eager to contribute to Ward E Jersey City where he resides with his wife and newborn son. He brings a “can do” attitude to any challenge he faces and is used to attacking complex problems that require persistence and resilience to solve. As a leader, Ryan always seeks to be a stakeholder in the communities he is a part of so that he could contribute to the common good. For the past 20 years he has proven his effective leadership and he plans to bring that same effectiveness to Ward E.
