A City Built on 19th Century systems

Jersey City's infrastructure — water, sewer, streets, lighting, and emergency services — was built for a smaller, less demanding city. Today, growth and climate change are testing systems already past their design life.

Jersey City's infrastructure can't wait!

1. SEWER & WATER

  • Much of the system is over 100 years old, with aging pipes, lead lines, and overflows that threaten public health and flood our streets.


2. STREETS & STREET LIGHTS

  • Cracked pavement and outdated lighting create hazards, increase repair costs, and reduce safety in our neighborhoods.


3. 911 & EMERGENCY COMMUNICATIONS

  • Obsolete dispatch systems slow response times and can't fully support GPS, text-to-911, or multi-language emergency needs.


4. COMMUNITY SOLAR & ENERGY RESILIENCE

  • Limited solar access and storm-vulnerable energy systems leave residents and businesses at risk during outages.

Proven Financing Solutions

1. NJ Infrastructure Bank / Water Bank

Backbone of the plan. Low-interest loans with principal forgiveness for projects like lead line replacement and green infrastructure. Funded $2B statewide in FY 2023. Share: $2.5-$3B over 20 years, repaid from water/sewer fees. 

Example: Newark secured $190M for lead service line replacement.

2. WIFIA Federal Loans

Ultra-low interest federal loans covering up to 49% of costs. Paired with NJIB funds, could yield $1.8-$2.4B. Repaid from rates and developer connection fees.

Example: San Diego used WIFIA for a $733M water program.

3. BIL & State Revolving Fund Grant

Direct grants and debt forgiveness. target lead removal, sewer overflow control, and storm resiliency. Could offset $500M-$800M of costs.

Example: Baltimore leveraged SRF/BIL for a $430M upgrade.

4. Green Revenue Bonds

Investor-backed bonds tied to system revenues. No lien on property taxes; potential $500M-$1B tranche. Attractive to ESG investors. 

Example: NYC Water Authority issues $1B+ green bonds annually.

5. Developer Impact Fees

Growth pays for growth. Expanded capacity/connection fees dedicated to infrastructure; $100M-$200M over 20 years.

Example: Denver raises tens of millions annually from connection charges.

6. Public-Private Partnerships (P3S)

Shared investment for targeted projects. Financing and maintenance for treatment facilities and major mains; $300M-$500M potential. 

Example: Bayonne secured a $150M P3 water/sewer concession. No single source covers $6.2B, but a blended, phased 10-15 year plan is realistic and has been done before in cities our size.
