Investor-backed bonds tied to system revenues. No lien on property taxes; potential $500M-$1B tranche. Attractive to ESG investors.

Example: Denver raises tens of millions annually from connection charges.

Example: Bayonne secured a $150M P3 water/sewer concession. No single source covers $6.2B, but a blended, phased 10-15 year plan is realistic and has been done before in cities our size.
