BUILDING MORE AFFORDABLE HOUSING

  • Mandate 20% affordable housing in new developments, especially with tax abatements or PILOTs.
  • Annual review of affordable housing requirements to explore opportunities for more units.
  • Utilize Federal and State funding (e.g., Low Income Housing Tax Credits, HUD funds, NJ Economic Development Authority).
  • Partner with the faith community to build affordable housing, inspired by Nehemiah’s East Brooklyn project.
  • Ensure tax abatements benefit the City by using funds for local projects like recreation centers, schools, roads, and expanding PATH service. PILOTs should be strategic, not handouts.

THE MCGREEVY AFFORDABILITY PLAN

  • Prioritize affordability for working families and seniors in Jersey City.
  • Limit Municipal Tax Levy to a 2% annual increase.
  • Move MUA sanitation costs and fees back into the municipal budget.
  • Implement and enforce a Tenants' Bill of Rights.
  • Build 1,000 affordable housing units and 500 senior housing units.

Controlling Government Costs to Stabilize Property Taxes and Rents

 →  Conduct a full audit via independent auditor and NJ Department of Community Affairs.
 → Move MUA waste disposal costs back to the city budget.
 → Eliminate separate MUA billing; include sanitation costs in municipal operations.
 → Highlight that property taxes are tax-deductible, MUA fees are not.
 → Stop penalties from improper state/federal tax filings.
 → Adopt strict budget, bookkeeping, and accounting best practices.
 → Enforce NJ Local Budget Law (N.J.S.A. 40A:4-57) to prevent overspending.
 → Control property taxes by cutting costs and discretionary projects (e.g. Pompidou, Loew’s Theater).

Tenants' Bill of Rights

  • Create a Tenant Advocacy Unit of lawyers to help renters navigate local housing laws.
  • Expand rent control to include all units except owner-occupied three-family homes.
  • Lower rent increase limits to 3.5% or CPI (whichever is lower), and 2.5% for seniors.
  • Reform the Rent-Leveling Board to ensure transparency and clear administrative rules.
  • Require Rent-Leveling Board approval for capital improvement rent increases.
  • Support rent stabilization for new buildings, capping yearly increases at 9%.
  • Ban algorithm-based rent hikes, which inflate rents based on surrounding averages.

 As your Mayor, I will focus on making Jersey City more affordable for working families and seniors. My plan includes building thousands of new affordable and senior housing units, improving tenant protections, and controlling government spending to stabilize property taxes. By bringing MUA costs into the municipal budget and enforcing smarter development practices, we can create a more sustainable and equitable future for all. Together, we can ensure Jersey City remains a place of opportunity for everyone.
